Not on the unlocked Note 8......
On my unlocked Note 8, there is an icon where the tutorial above shows a voicemail app icon, but it looks more like a "message" icon, and I can tap it constantly for the next several thousand years, but it won't launch or do anything whatsoever. When I installed the APK file as mentioned above, the app worked just fine, though it's obviously some visually different version from the one that was on my AT&T S8+. I presume it's a "new, improved" version -- I prefer its controls a bit compared to the one on my S8+.
What exactly does the APK file do? I'm an AT&T customer with an unlocked Note 8 and I downloaded the AT&T Visual Voicemail app and it works fine without downloading anything else.
On my dialer screen, I have a text message icon to the left of the phone icon. It opens the text message app. Does the APK change this icon to the built-in visual voicemail app?
APK (Android Package Kit) files are the apps themselves and each version of an app will have it's own unique APK file.
APK files are used to sideload apps onto phones when you are unable to install the app directly to your phone from Google Play, or if you want to revert to a previous version of an app because you prefer it over the most up-to-date version.

I ran into this as well. Seems it's no longer a separate app. Get to it through the dialer. I'm on AT&T.
