I guess so as I think samsung its stepping up releasing unlocked phones along with carrier versions. Last update hit unlocked phones before carrier.

Yes, it does support T-Mo Wi-Fi calling. I don't know if it's missing any other features as I've never owned a T-Mo branded phone.
