If I were to buy and unlocked phone, would I be able to use it with just my home wifi like a non-cellular tablet, without paying for any carrier, 3g, or 4g? I know it would not be able to make calls but I just want it to download apps, and use the internet.

Yes. In fact, it doesn't even need to be unlocked, just off contract. Sometimes a carrier locked version of a phone will be cheaper than the unlocked version, and if all you want is a WiFi only device, either version will work.
