No, from what it looks like, that wasn't an official final build after all, cause it's been a week since that one was released and T-Mobile hasn't pushed it. Good you reverted, cause I'm really optimistic the next update will come with the Camera Night Mode

I have a few S10+ phones. All are AT&T unlocked and three of them are running the T-Mobile firmware. The fourth is on the unlocked firmware. I couldn't get that one to show an update with the T-Mobile sim in the phone. I put my Xfinity Mobile sim in the phone and the update showed up. It has the night mode for the camera.

It's weird that the carriers are still responsible for releasing the updates to the unlocked phones.

I agree, but my theory is they dont have anyone to test it like the carriers test theirs so once its passed by carrier as good the testing is done for them .

This is an individual choice not for everyone, but I flashed my unlocked S10 yesterday morning with the latest T-Mobile unlocked firmware downloaded from SamMobile (8/10/2019 as I recall). "Night" mode is now under the list of camera modes after flashing. And the July 1 updates. So if you want to go that way, you can get what you're looking for. Lots of information on how to do this on xda-developers.com.
