unresponsive navigation bar

Phone is Nokia 6.1. June security patch.

navigation bar is unresponsive to touch. Happens when scrolling or switching between recent apps. EX: I am closing recent apps then want to go to home screen. Home screen button is unresponsive at first touch. Its like the device is taking time to finish what its doing before the navigation buttons become responsive.
