I am currently running ARHD 4.2.2 Sense on my ATT HTC One. I want to install ARHD 4.3 Sense ROM. Would I have to wipe my entire phone in order to install this or is there a way to install this ROM without losing all my apps, data, etc?

You don't have to fully wipe your phone if you don't want to. Just wipe your cache/delvik. That would be dirty flashing. When I do that I usually wipe those twice.
If you have any problems then you should probably fully wipe.

Let me know how it goes!

Btw I just went through that.
Fully wiped to switch from sinless GPE to sinless Sense Rom. Then I updated from 1.0-1.1 on the sense Rom and just wiped the dalvik/cache and everything is fine.

Going from one version to another you need a full wipe. Use a app to backup your apps. Never restore any system data.

You really don't. Think of it as an over the air update from a carrier or Google. They don't wipe the device every time they send out an update. It's the same situation.

Yeah exactly. and thats why you see many post of people having problems after a update to a different base.

I am inclined to agree. An update from 4.1 to 4.1.2 no big deal. 4.1 to 4.2 you should wipe.

If its the same base i would say go for it. But a completely different base is just asking for problems.

Haven't had any problems dirty flashing from 4.2-4.3. Just wiped the caches a couple times and all was well. If you don't feel comfortable doing that then you don't have to. So if you can dirty flash with no problems, then why fully wipe? I think the best thing to do is to ask the Dev who made the ROM anyway.

I always recommend users to wipe on my roms if its a change in the base. IMO i think restoring is worse than not wiping. I know many get away with it i just dont take the chance, Its to easy for a rouge file get left behind and cause issues that can really bite...lol. It so hard to give support to a user that doesn't wipe. When a user post this went wrong or thats not working and 99% of the time the cause is a dirty flash or restoring data and im banging my head trying to find the cause of the problem. So what it boils down to, Dont ask the Dev for support if it wasn't a clean install.

If you mean restoring apps is worse than not wiping, I can agree with that. But like I stated above, if you have any problems, just fully wipe and reflash. If you can get away with not having to fully wipe and can keep all your data, then why not? I'm not developer, just your average flasher, so ultimately if you want to go with a developers suggestion, all the power to ya. Lol I'm just speaking from experience. But quite a bit of it at that.

Sorry I haven't posted. I decided to do a dirty flash and so far things are running well. Since things are good, is it wise to delete the old file of ARHD? Thanks guys!

You can if you want. Just don't delete the current one in case you need to reflash it.
