Upgraded Galaxy A3 to Lollipop 5.0.2 - Bluetooth no longer works

I have Samsung A3, a fitbit surge, and Nokia incar handsfree. With kitkat there were no problems connecting the phone to the devices with bluetooth. The other day I allowed Android system to upgrade in response to push notifications. Immediately I lost bluetooth functionality. I thought it may be the old connections needed to be refreshed, so I deleted them. But I find that my phone cannot see, or be seen, during pairing. I compared to another A3 (kitkat) and it can see the devices fine.

What can I do?

Welcome to Android Central! Try booting into Recovery Mode and wiping the cache partition, which won't erase any personal data. Follow the steps in this video, but instead of selecting Wipe Data/Factory Reset, make sure you select Wipe Cache Partition. When complete, then select Reboot System Now.
