Yeah it definitely does. Samsung should really figure out the licensing issue with Qualcomm because Exynos is definitely more optimized. For example, the Exynos 8890 could definitely do 4K @ 60fps while the 821 couldn't, neither could the next gen 835. Qualcomm is only playing catch up right now with the 845.
I've always been curious as to why Samsung can't dictate that their own processor be used in the US. Qualcomm must have some kind of iron-clad contract with them and/or paying Samsung a butt-load of money.
