Install google+ app and enable Instant Upload in settings.
also in settings there is an option to upload only on wifi. make sure thats enabled to data& wifi if you dont have data limit issues.

if you want to upload immediatly go to Google+ settings-->Instant Upload-->Upload all now

You can also install Dropbox or use Google drive and have your photos and videos automatically upload to the cloud for safe keeping. You can set it to only transfer when you are on wifi.

You can get WiFi File Transfer for free...
https://play.google.com/store/apps/details?id=com.smarterdroid.wififiletransfer&feature=search_result#?t=W251bGwsMSwxLDEsImNvbS5zbWFydGVyZHJvaWQud2lmaWZpbGV0cmFuc2ZlciJd
it will allow you to use your browser on your computer to download and upload files to / from your device via wifi. However! The free version is limited to 4MB file size. Or you can get WiFi File Transfer Pro for $1.40....

and transfer any size file. These apps require the minimum of permissions IMO that makes them safer to use.
