Use Android Device as both WiFi Router and IPCamera

So I am trying to use an IP camera as a baby monitor but I don't want it to be dependent on my home wifi network. So I figured the easiest thing would be to create a hotspot on an old phone and then after connecting the IP camera to it, I could then view the feed with any IP camera app.

I was able to get the hotspot up and going on my S3 without a data connection (couldn't launch on my LG G4 without service) and was able to get the camera to connect to the hotspot. I can log into the camera via the IP assigned by the S3 in a browser, but cannot view the content via an IP cam app.

Does anyone have any thoughts as to why that is? And what might I be able to do to get this to work? I have searched but either I'm a pioneer (doubtful) or I am not searching for the right things (likely).
