Use fingerprint authorization without using it to login to phone

I would like to use fingerprint authorization within apps such as the Google Play Store for payments, but I don't want it to be able to unlock the phone.

Is there a way to do this?

To use fingerprints inside of apps, you need to set it up within settings, but that seems to automatically allow you to unlock the phone with it.
