Yes. You will have to unlock it and/or change the APN settings. but be aware. the Tmo version gets speeds up to HSPA+42 and At&t will only allow the phone use HSPA+21 (they dont have HSPA+42) so no doubt. Slower speeds.
 
Yes but do t have to buy a new phone. Anyone have the apn?

Forgive me if I'm wrong but won't it get EDGE only? I don't know the bands on the phone

No. Both at&t and T-mobile use 1900 MHz for there HSPA. Although T mobile also uses 1900-2100 MHz for HSPA which At&t doesnt. So the service could be spotty. But it still works. Edge might be more present because they both use 850 MHz and 1900 MHz for there GSM/EDGE

that is wrong T-Mobile uses 1700/2100 on the AWS. T-mobile has started to roll out their own 1900 band for unlocked att/iPhones. But At&t has not done the same and most likely will never will.
i google the radio specs are
WCDMA 1700 / 2100
GSM 850 / 900 / 1800 / 1900

so edge only for att usage

I live in Vegas and the re-framing here is complete and everything is compatible. there are many reports that claim At&t phone get 3G and 4G on T-mobile... so why would it not work the other way?

That is all true but AT&T isn't reframing their network so it's NOT possible to any more then edge because the radio in the phone is for GSM/EDGE for 1900 band. If you could get 3G on the phone with AT&T it would be listed in the WCDMA bands

With Tmobile reframing they are giving iPhones and unlocked AT&T phone 3G/4G but again AT&T isn't doing that so edge only
