Used Nexus 7 tablet - no T-Mobile contract, can I use it on AT&T?

My friend sells me Nexus 7 tablet with T-Mobile Sim card in it. But I want to use it for AT&T.
Is the device unlocked as it's no contract anymore? Or he should call T-Mobile to unlock his tablet?
