Using a bluetooth device in Smart Lock

I added a bluetooth adapter to my Windows PC so I can use it as a trusted device in Smart Lock in my Galaxy S4, In theory, my phone will unlock if it can detect this Bluetooth device...

But there's a catch. Before the S4 can detect the PC's bluetooth adapter, I have to unlock the S4 and connect to the PC manually.

This all seems a little hare-brained. Can this be automated somehow? The idea is, if the phone can sense the PC bluetooth, then it will unlock.

Smart lock work perfectly with my hearing aids. Is the issue not that the device you pair with should be controllable via the s4?
