Vanilla Android says "process com.google.process.gapps" has stopped. WHY!

I have Vanilla 4.1.2 on a Galaxy Note II and for months the phone has been freezing for a moment or two and then displaying a pop up message, "Unfortunately the process com.google.process.gapps has stopped". It happens completely randomly and I can't figure out what the offending program is.

Other phone users with the S3 have noted that the disabled download manager is the culprit, but this is not so with my Note II; the download manager is enabled and working fine.

What is going on???

Anybody that would know the answer would need to know more information. What ROM/kernel? Is it a carrier version of the phone?
