Brutal Group on the forum but no worries! I wandered into the local BELL Store this afternoon and after a few moments the Manager noticed that my phone had loaded in Google Hangout was not fully installed and took over the SMS notifications section of my phone, Once fully activated my SMS notification both icons and sounds came alive though I am now stuck with Google Hangout as my primary SMS App. For those who have had a similar issue, this is something to look into where Hangout or another SMS that may be loaded on your device.

For this who were not appreciative of my first post, if you get past your ego and attitude you may find a solution in someone else's post!

I'm glad you could find a fix without having to do a factory reset. Egos aside, you really need to know what apps, or patches are loaded onto your own device in order to figure out what might be causing your own problems. I'm sure you realize by now you would have never been able to troubleshoot this issue with the limited information you provided... and apparently some store reps have actually seen this issue. Personally, I had disabled Hangouts on my device when it first wanted to download on my device.

And I hope someone will "fund" my holiday season soon!!! :D

Hangouts has introduced yet another bunch of settings, which seem to supersede those of SMS.
Open up Hangouts and its menu, then select your chosen notification sound.
Worked for me.

My S4 has the same problem but I uninstalled Hangouts and the messaging sounds worked perfectly.
 
My issue was from blocking mode. I wanted it set up from midnight to 7 blocking only the text notification sounds, but it was accidentally set from noon to 7am, so it was only making the sounds for 5 hours a day when I don't actually use text anyway. Change your blocking mode settings and see if that works.
 
I get no sound when I get a message. Set on whistle and vibrate, get neither one. Help. GS4

Went to messages-setting- then read through them and found out I had a box check that canceled out the sound for receiving notifications. Hope this is some help. If not sorry.
 
Hi i had same prolbem i did factory reset it worked for a day and lost sound again i worked it out to be (Hangouts) i stop using it and my message tone came to life lolz
 
Pull up ur notification bar at bottom right den u will c wifi, gps, sound, screen rotation, power saving den u swipe
2 left and u will see more options & u'll also c notifications icon then press dat 2 turn it on & green and start receiving
notification again
 
I have a Galaxy S4 and just solved this issue:

Tap the system access button to the left of the main home physical button, then:
Go to System Settings > My Phone > Sound > Volume

Make sure the Ringtone volume is not zero, then you can adjust the Notifications volume. In my case the Notifications volume had been turned down to nothing:

Note that you can only adjust the Notifications volume if the Ringtone volume is greater than zero.

A follow-up to my own post:

There is a shortcut to the notifications volume:
On your home screen, adjust the volume up using the buttons on the side of the phone. Notice the gearwheel icon:

Tap that and you have quick access to all the volume levels:

Was having same problems.. compared all my hangout settings with a friend's (that is working on same phone).. all checked out. I went into Settings -> More -> Application manager to uninstall and try re-installing.. when I noticed the [ ] Show notifications was not checked.. I check-marked it.. and started working just fine.
 
my phone is whistling when i dont have any notifications

my phone keeps on whistling but when i check if i have any messages theres nothing there...pls look into it thx lucian govender 0728516842
 
Had the same problem. Here's the fix I found: Push the volume either up or down, (doesn't matter) and you will see a settings wheel all the way on the right. Tap that, and a menu comes up, and "notifications" is one of the things displayed. Make sure that the "volume" adjustment is set so that it is all the way over to the right, which means that the "volume" for the sound for the text messages is on "high." Worked for me. Emailed Chomp and 3 suggestions as to what to do, and none of these worked because the issue was not an app issue; it was a phone issue.
