Verizon users question: not all contacts synced

I started my Note8 from scratch. Verizon is my provider.
I just logged into my Google account and it toook off.
But some of my contacts didn't come through. Some are new and some are old.
I know that my old phone would ask me if I wanted to save the contact in either Google or Verizon. (I THINK that's what it asked me, lol).
But anyway, do you have any idea how this can be fixed? I'd like to have all of my contacts on my old phone, Note 4.

Export your contacts from your note 4 to a file. Move that file to your note 8. Clear data in the contacts app to clean up your current contacts. Import the file into your note 8 contacts.

I never sync my contacts.

Can you tell me what type file and how to move it?
Email and save?
Will it find the file? Or does it have a directory I have to put it in?

It will make a .vcf file when you export. You can send it from your 4 to your 8 via Bluetooth. It will place the file in download/received_files.
