Vibrate and touch sound NOT working! (option in ON)

Vibration and touch sound not working. Anyone else has this problem? Option is turned on in settings. When shutting down, vibrates for 1 sec.

Try an app named SoundAbout. It seems to help with a lot of audio issues.
