So, apparently having the phone on silent mode for notification/ringer limits the max volume of the on phone speakers for media playback.

Anyone else notice this?

There are separate settings for both, don't see why one would effect the other?

That's what I thought too. But yesterday I was listening to something through the phone speakers. Noticed in the notification pull down that I still has the phone on silent from earlier and clicked it onto "sound" in the quick setting bar. The audio immediately got like 25% louder (rough estimate).

Yes, I experienced that too. When the phone is in vibrate or silent mode, the media volume is attenuated.
I cannot understand why since the media volume has a separate volume setting.
May be a design or sw flaw?

Bought a LG G2 a few weeks back and exchanged it for another one because of a low volume media playback issue. The second phone had the exact same issue as well. My phone is always on vibrate and after reading this post... I switched off vibrate to normal and the youtube videos are playing at much higher volume levels now.
