Video not working on S4

[AC Question]

I have a samsung galaxy S4 and when i want to use the video camera a message comes up 'CURRENTLY UNABLE TO START RECORDING BECAUSE THERE ARE NOT SUFFICENT VIDEO CODEC RESOURCE.END ACTIVE VIDEO APPLICATION AT TASK MANAGER' I did have a 16gb micro storage card added to the phone but i have taken it out. I have done a factory reset(as selling it).There is nothing in the cache due to the reset. I have restarted the phone several times but no joy.

Following are the video formats supported by Samsung Galaxy S4:
MP3, AAC, AAC+, eAAC+, FLAC, WMA, WAV, AMR, OGG, MIDI

Make sure that the video is in any of these formats
