Videos not attaching to Gmail anymore

Until recently, I was able to send video files via Gmail on my Galaxy S9+. If the video was over 25 MB, it gave me a choice to compress it. This no longer happens. It just sits in the outbox until I delete it. This also happens with video files under the 25 MB limit, which previously would send. Other times, the email gets sent with no attachment, and with no warning beforehand.
This has been a little embarrassing at times.
 
How are you attaching the videos? Were they taken by the phone's Camera app, or did you download them from somewhere else? Are they saved to Internal Storage or the SD card?
 
For quite awhile now, I have been able to send from the gallery by selecting the file, then "share" then selecting Gmail. and it goes as an attachment. I also tried attaching the file from within Gmail -same result. I've tried several files, same result.
 
Videos taken with the phone, just like I always have. It just stopped working recently.

Saving to the SD card, same as always. I know about the 25 MB limit, and it used to prompt me to compress them when they were too large. Now it just either sends an email with no attachment or it just sits in the outbox forever.
 
Did the phone recently update to Android 11? If so, this may have to do with a bug related to Scoped Storage.
 
Since this is for files on an SD card, I'd see if it also happens with files on Internal Storage. If those work, then maybe the card is corrupt.
