Why can't i send videos with my Verizon S4 Galaxy?

Welcome to Android Central! Are you trying to send them via the messaging app? The file size limit for videos is pretty small--about 1 MB--when sending, so you won't be able to send any video with decent resolution that lasts for more than a few seconds. The best way to do it is to upload the video to YouTube or your Google+ Photos (or any other cloud service), and share the link privately with the recipient. You could also use Hangouts to send it, which essentially does the same thing--it uploads your video to your Google+ Photos, and shares it privately with the recipient.
