Voice mail app does not work right

When I get a voice mail, there is no notification but the icon for the app does show the number of voice mails. when I launch the app I get a message "unable to verify subscription status. please try again later' It has been like this since I got the phoe, so the 'later' part is just fiction. when I press the MENU area to the left of the big HOME screen button, it makes a sound but no menu comes up. What to do?

Goto settings more applications all scroll all the way down tape on voice mail and clear data and cache. Now restart and try again.

Tried that. Still does not work
