voltage/external hdd

Got a couple of questions, is it dual voltage (110-240v)? And does it support external HDDs like WD Passport that doesn't have a external power source?

I'm wondering if I can also use it as replacement for my WDTV where I use the passport (and where I transferred media files from my pc)?
 
I've recently got myself a Shield and came from the WDTV (got fed up with the slowness and no updates for it) which I used my WD Passport.

I am now using my WD Passport on the shield with Kodi, everything works fine, it's not quite the same as the WDTV but that's to be expected.
