Volume control

I try to make all the sounds / volumes as low as I can. But even setting it about an inch from turning off the sound completely , is loud. Especially in a quiet room .

This is what the volume looks like for the notification and system and setting the notification and system at this point is still a little too loud.

And this is how I want it to stay but it doesn't. It goes back to what it looks like in the first screenshot.

I guess there's no real way to keep it lower than that and make it stay that way. ??
