Volume when using bluetooth

Is it normal for the volume to ALWAYS be turned down all the way every time you try to use bluetooth audio? It doesn't matter if it is the built in pandora app in my car or if i'm using XM app and use bluetooth input. It's pretty annoying! Looking for a fix if possible.

Mine has always been where I had it. You have something going on to make it do that.
