Wallpaper Camera App?

I have noticed that Android uses a 960x800 wallpaper size, however the visible home screen covers 480x800. On my home screen, I typically have a Pure Calendar widget showing my immediate tasks and events. I also have a small 1x1 widget showing the weather and temperature. I often find pictures for my background that show the top 50-60% as sky so that my widgets show up nicely. It can be quite challenging, however, to fit pictures into the 960x800 size that perfectly show up on the 480x800 home screen where I want them to. QuickPic has helped a bit with this, however even that is a bit tricky. My question is this: Is there an app that allows you to view the visible (homescreen) portion of the picture as you are either a) taking a picture or b) resizing a picture? Or is there a way to have Android use 480x800 pictures as wallpaper without scrolling instead of using a left/right scrollable 960x800 picture? Thanks!
