Wallpaper Resizing for S4

Can someone please resize this HD wallpaper so it looks good on the S4. I only have access to Paint and I'm not sure how to do it. I resized it to be smaller but that didn't help.

I noticed the link sometimes doesn't work either. You can right-click and copy link and then paste into a new tab or window,

Is this what you wanted? I just made it so it should fit on a 1080x1920 screen. Hope this helps.
