How can I get the wallpaper to show up in apps (kind of makes the apps transparent)

I don't think such apps exist yet. Closest to what you want is an app that overlays a semi-transparent feed from your camera to the display, over EVERYTHING. Logic is so you can see where you're walking while texting/browsing etc, but it's too sluggish for me.

Doubt you'd be able to apply it system-wide. And not sure why you'd want this? I'd mess with the apps having your background/icons showing through.
