Wallpaper

I don't know if I'm missing something in 4.4. I try to set a wallpaper and get a new screen. First, the black bar at the bottom isn't transparent when previewing my wallpaper and it will not let me move any of my pictures down to fill it in unless I zoom in. Also, I have the wallpaper centered and hit apply. Then when I got to the homescreen it is centered on the left most panel, not the home panel. Am I missing something completely or is this broken?
