Play store. An app called Zedge. Not only wallpapers (still and live) but ringtones, notifications, and games. A great many are free, you just have to deal with and advertisement bar at the bottom, with very rare pop up ads. Like, once every ten or fifteen pages. So, one of the most user friendly apps that still includes ads.

There is a Wallpaper forum here on AC... and there is a link at the top of the page for wallpapers... try these... you don't always need an app.

Type "widget" in Google play store app.
Every app that has a widget or is a widget will come up.

Welcome to AC and Android. Any photo can be a wallpaper. If you have some you liked on your iPhone, see if they will work on your S4.

Typing widgets into Play will bring up some good results. Also, always be checking the widgets connected to your apps that you already own. Sometimes Devs change them, tweak them, or even add them. Press and hold the home screen and a menu will pop up and you can add widgets. Pressing the menu key next to home should also bring up that option.
