An app is a computer program (an application) - if you can't write programs, you can't write apps.

I totally agree with you, I you want to create a Twitter like application, you have to know how to develop. A lot of tutorials are available on the net to start app development :)
 
Find some easy tutorials for developning on Android and read Twitter rest app documentation. Good luck!
 
There are many app types and many libraries/frameworks available.

There are many Android development approaches:
Java, HTML apps, mobile web apps (executed in browser).

You need to know:
Java programming language knowledge (), or
or HTML/CSS/JS if you will make Android-web apps or use frameworks, like PhoneGAP, OnesenUI.

Android xml resources are how to use them - user interface is made of them.

You could use Unity and get some extensions like Plugins etc.

I saw a thread on the unity forums a while ago where they discussed this and i remember someone saying,
it's agains Unitys ToS to publish non-game/non-entertainment apps with Unity.
So normal apps basically.
But i'm not sure if thats actually true or not :)
 
Well... you have to consider that building an app similar to Twitter can be a relatively simple task... but just from the point of view of code writing. The real challenge is to think about an infrastructure that can easily scale as the number of users grows, keeping the app fast enough.
I still am not allowed to insert links in my posts (because I'm new to this forum), but if you google for "scaling twitter" the first two results can give you a good idea on what I'm talking about
