Water damaged battery or water damaged phone? Blue lines when charging

[AC Question]

I went canoeing today, phone only had minor water droplets on it throughout the trip, never went fully into the water or anything, but afterwards I could not get anything to charge it. I have tried 3 different charger/cable combos. Is this a damaged phone or damaged battery? Before the battery ran out, the phone was working fine.
I now get three curved blue lines around around my charging percentage now which I don't recall ever seeing. What does this mean?
I can't post a picture because the stupid autobot thinks it is spam. It looks like the blue lines of a wifi signal or something.
