Way to Adjust Touch Sensitivity?

I was wondering if it's possible to adjust the touch sensitivity because I've noticed that, on the home screen for instance, if you swipe to a different screen, don't touch the display for about 3-4 seconds, then resume trying to swipe, there is a slight delay of about a second. It is almost as if the display shuts off touch response temporarily. Anyone else notice this and is there any way to fix it?
