WeChat error - cannot sign in "connection refused"

Hello,
I need to use Wechat. I downloaded first the desktop Windows app. But it wants to scan a barcode to able to continue. So i was forced to download the Android app for my Samsung Note 3 Duos SM9002, which has Android 5.1. Tried to sign in. Entered a valid phone number, entered a password, agreed the terms and conditions and clicked on "Sign in" After that gives me the following error each time: net: error, connection refused and weixin agreement page cannot be loaded. Please open the screenshot [mod redacted]
My internet on the phone is absolutely fine and works! Before a few days i submitted a ticket at wechat support, but absolutely no answer!

You have personal information in your link that you should take down from that site, hopefully no harm is done .

I do not have saved passwords for a bank account and do not make payments with my phone so i am not afraid if i have personal info on the picture. Without a picture the problem cannot be seen, so i attach again the photo with the error. I am very frustrated that WeChat support not replied. I tried with other phone number and the same error occurred. I am not using a VPN or some app that block the access to the wechat site. So what can be the reason? I need this app to chat with Chinese seller. Thank you.

Make sure the Android System Webview app is up to date. If it's already up to date, then try actually uninstalling all updates, because sometimes an update can cause problems for a specific device.

Android System Webview was updated. I uninstalled the updates and tried again with the basic version, after that updated again and the same situation. May be is wechat bug for my region - eastern Europe. I saw many bad comments about wechat. But i really need this app for my business to contact Chinese manufacturer. Will try later to install some VPN like Windscribe and their Hong Kong server IP address to see, but i am not an optimist. Please if you know other possible reason share it or advice how to contact wechat or how to install it on desktop without to be forced to scan a barcode. Thank you.

Does this happen on both wi-fi and mobile data? Have you tried on a different wi-fi network?

Yep, on both Wi-fi and 3G/4G data. Tried also to remove the tick on settings -> "install apps only from trusted sources" and some other settings in "options for developers". Otherwise the internet on the phone works. reinstalled WeChat... Very strange, because many people complain WeChat is full of bugs, but nobody has reported exactly that

What happens if you copy and paste that URL (in the error message) into another browser, or even on your computer browser? Does it give you the same ERR_CONNECTION_REFUSED?

Does not open - no access to this site in mobile browser, when i paste the link in Google search. On mobile browser i have no search from address bar. But on my desktop PC the link works!

What if you install a 3rd party browser like Firefox and try accessing the link that way?
