What can I delete to make more storage room? HTC One M9

I keep getting notifications that my storage is getting low; even after I deleted a couple apps and a bunch of pictures. I went to Settings > Storage and I saw that "System & other" is taking up 9.66GB. Is it supposed to be taking up this much? If not, what can I do to reduce this? Then, when I go to Content to try to delete some things, it lists "Browser" and "Miscellaneous." I don't understand what exactly is under these tabs. If I click "Browser," I see a lot of "IMAG" along with music files that are on my phone. So if I delete these items, does it mean I am deleting those specific pictures and music tracks from my phone altogether? If so, then why aren't they solely under "Music" or "Photos"? Also with Misc.; When I click it, I see things labelled such as Snapchat or Tumblr. So if I delete the files in here, is it deleting those apps from my phone? If so, then why is it under (and taking space in) both "Apps" AND "Misc."? Or can I delete these things without a worry that I will lose important photos, music, or apps?
 
On my Nexus 9 I was always out of memory. It turned out the the Googlke Photos app cache was an exorbitant hog. I won't say how much I believe it was eating up because I'd be accused of slander. If you use the Photos app, you mighht give clearing its cache a try.
