What does cell standby mean on my HTC One M8?

What is this and why it took 20% of battery?

Welcome to Android Central! The cell radio does use battery, especially if it's straining to latch onto a poor signal. If you tap Cell Standby, it will tell you how much Time Without Signal there has been. If it's a high percentage, you've been in areas with poor signal, which taxes the battery.

Im confused, i have an LG G2 and a note 4,both on verizon,same account. My 'cell stand by is 2% on my G2 and 28% on my note 4...anybody know why?
