What does downward arc with moving circle mean?

I've been seeing an infinite loop of a downward arc (sort of like a "frown") with a circle moving from right to left on my ZTE Z981 screen.

What does this mean, please?

Thanks! I have a ZTE Z981. I'm seeing it on the only screen that shows up. I can't create a screen shot because my phone never gets past this screen.

Have you already tried restarting the phone? We have seen some members reporting problems with ZTE phones. Are you with Cricket as well?

Yes, I've tried rebooting at least a dozen times, but this is the only thing that shows up. I'm not with Cricket, but with MetroPCS.

I've managed to take a video screenshot from another phone & converted it to animated gif, which I attached.
