Need more context to help you. Typically it means the file you ODIN to your phone already has root injected into it...so after you finish, you are rooted. This can either be the method of rooting a device or a convenience added to a file.

This quote was taken from a website talking any a Google edition ROM for the s4. I was wondering if pre-root ment you don't have to root of phone first.

In that context, to me it sounds like the root access is already granted when the ROM is installed. If you are going to completely wipe the existing file structure I would think you could do it without being rooted, but I may be wrong. I would think it would be similar to modifying an OS on a computer (which is all you are really doing). Providing you are not dependent on the drive you are working on for the OS, a wipe and install shouldn't be stopped by not having root.

ODIN does not require root. When you ODIN a ROM/firmware onto your device, it can be pre-rooted. That means once you are done with the ODIN, you will already have a rooted device. Again, it's for convenience.
