What does this mean for the future of Android rooting and roms?

Samsung Promises Smartphone Anti-Theft Feature As Prosecutor Threatens 'Kill Switch' Deadline

Basically, Samsung wants to make a phone inoperative completely if it is stolen or the software is meddled with. The intention is to fight against smartphone theft, but I can't help but wonder how that will affect a phone being rooted or custom ROMs being made.

I hope it isn't as bad as I am imagining.

I can definitely see that being a nightmare as far as modifying the software goes. It's really a shame how these companies are taking away the consumers ability to use their products that they purchased with their hard earned money as they want. It's the same with the new XBOX ONE. I love Sammy devices and I would like to think that they realize that there is a chunk of their users who do enjoy rooting and modifying their devices enough to where they don't do something like that.

I've been actively involved in the rooting community for 2 years now and i can tell you samsung has the largest, however that would require them hardcoding the software necessary into the hardware so it can't be overwritten. And they have an excellent history with the rooting community, excellent open source developer support.

I don't see them black balling us anytime soon.

Nothing in that article suggests that this will affect rooting. It's an option that you have to enable (you kill the phone, the phone doesn't kill itself).

Did you read the part where the owner is the one who initiates this?

Samsung on Thursday promised to swiftly add a new feature to its smartphones allowing owners to entirely deactivate their devices if they are stolen

Android is partially popular due to modifications and rooting. I highly doubt they will prevent rooting.
