Here are a few screencaps of my phone's storage:

When it first loads, it shows the grey bar almost full, but when it loads the rest, it shrinks and shows less than half of the storage. But it still says that only ~1.5gb is free when it should be more.

Has anyone else had this problem? I'm running cm10.2 and have factory reset and erased all data and cache but nothing worked.

Did you make nandroid backups.? If they're stored on your internal sdcard instead of your extSdCard that could be it. It's a pretty common mistake. Otherwise, as long as you have everything saved off your phone unto extSdCard or PC, apps music nandroids sms history and all that, when you do your wipes you could format the internal data. That will wipe everything but your recovery program.
When you do your wipes, do them a few times sometimes bits get missed.
Then when you install cm you'll probably have what, about 9.5gigs free.

Wow, I never realized that. It seems like that is the problem. Well, thanks! Now I can download street fighter 4 and have room for it! :)
