What is a decent budget phone that I can get for around $150-$200?

I am currently using a Galaxy S3 (lol). I would like to to upgrade to something newer and better but only have a budget of around $150-200. Can anyone recommend the best bang for my buck around $150 and $200 for an unlocked phone that has hotspot ability unlocked as well?
