What is the best way to setup a private group text network ? This would be for 25 or so members of a club I belong to.

Specifically, members opt in but don't need to download any kind of app (WhatsApp, etc.) . They just text "XYZ" and they are added to the group. I, as the Administrator, can control who is allowed in. That part is pretty straightforward. However, I also need to have any texts from members get automatically distributed to the whole group. For example, I post a picture to "ABC" using my native phone texting service and that picture is distributed to the entire group.
 
There is a confusing contradiction to your query in that you refer to members joining a private text network but at the same time require there be no app involved? Ruling out texting apps and web browser apps on any Android device pretty much limits any kind on shared communication service. Please elaborate.

Way back before smartphones we used to rely upon IRC (Internet Relay Chat) using just dial-up online connectivity, but it still required a server-client to work, with either an IRC client or browser that included IRC support. Members joined various channels, with each channel being its own topic or common interest group.
