What is Launcher 3 and How Do I Give It Permissions?

I'm new to the newer android editions (I used to have android 4 prior to this).
My current phone has android 7, it is a CityCall Life M2 (I'm too poor to buy anything good)
When I opened to phone and registered it told me that something called Launcher 3 needs permissions for 3 things (I forgot what they were); however, I foolishly declined them and asked to not show them again.
I wanted to change my wallpaper, but I can't do anything due to not having permissions.
I went to Settings Configure apps, and I gave permissions to literally all the apps, but still nothing.
I Went to something called the Home App that has "Launcher 3" in gray under it, and apparently Launcher 3 is the only Launcher I have...
 
Welcome to Android Central! Launcher3 is the name used for the generic Android launcher. Try going to Settings>Apps, tap Menu, then Reset All App Preferences. Now see if you're prompted to give Launcher3 those permissions again.
