What is "Scoreloop"?

And more importantly, how may I stop it from randomly popping up on my ATT S4 Active running 4.3? I click "no thanks" but like a bad penny it keeps turning up. Thanks in advance.

Scoreloop is a social gaming platform. Do you have any games that use this platform? Or maybe you have a game or an app that's pushing these ads to your phone (terrible practice... no longer accepted in Google Play, but if you installed this before that might be the culprit).

In any case, I'd recommend you install an Ad detector and see which apps in your phone are pushing ads to your notification bar, as pop-ups, etc. I've used this one in the past and it worked for me:
