What is the trick in fixing screen overlay error on android phones?

Screen overlay error as they said is caused by applications that have floating notifications. They said apps like CM Security, facebook messenger, side key panels. There are times when we can fix the issue by merely disabling the app through settings and app manager or by really uninstalling the latest app that was installed before the issue occured.

What if disabling and uninstalling the app doesn't fix the problem, do we still have other fixes other than clearing cache partition or hardware master reset?
