What is this blue dot, and how do I get rid of it?!

Just noticed it today. I don't recall a recent update. It is there on top of everythimg I do. I can't swipe up on it, can't click it. It does nothing (except annoy me)
It is located at the very bottom center of my screen.
Can't figure out how to post the picture I took....

Too funny.. while uploading the photo, I realized it didn't capture in my screen shot... even more frustrating. Lol
