What is this extra swipe screen that pops up after the security info is verified? Galaxy s10e

Suddenly this swipe screen that has app shortcuts, ads, time, weather, and the same background as my home screen pops up and I have to swipe away from it after I put in my pin or use my fingerprints. I removed all security and it is still present. Also on the s10e there is the function where if you double tap the screen when its black, itll display your normal lock screen (since there is no actual home button on the device, its integrated to the screen interface). But, now when I double tap, it takes me to this extra lock screen, but sometimes I can still see my normal lock screen skipped over in favor of this one.
 
Unfortunately this is an app you downloaded. Might not have been the intended use (some File managers and Battery Manager apps are usual culprits). These can have a 'battery management' or 'lockscreen improvement' setting inside the app itself that might have been off and turned itself on after an app update. They usually have a menu button somewhere in the extra lockscreen, however, which allows you to know which app is pushing it (and I suggest Uninstalling and leaving a bad review for this shady practice) and/or disable it from the app's settings.
