The most outstanding design feature of the Nexus 5 is no doubt the gigantic black ring around the main camera lens. What could this thing be?
The pictures are misleading. Look at the Nexus 7 (2013). Same setup. If it has any functionality, I would guess that the camera needs room to move for the OIS portion.
That doesn't mean that it for sure has OIS though. The nexus 7 does not have OIS, and yet Google made the camera look about the same on both devices.

So you are saying that a company wants to use the same design across its line of devices? Imagine that. I was only saying that IF it had any functionality, it would be for the OIS. I doubt that it does have any functionality. The G2 sensor has OIS and it does not look much different from the Note 3 camera housing.

Why are we speculating if it does or doesn't have OIS? The leaked service manual listed OIS as a feature. I've yet to see that this leaked service manual is anything but genuine. Sure it looks to be an early revision, and there are some small discrepancies like what type of Bluetooth is included. Not enough to discredit the leaked service manual. I'm confident it has OIS.

Perhaps it's there to help eliminate glare and get better focus, much in the same way football players wear the black under the eyes.

The glossy surface doesn't prevent glare, but this surrounding area will aid in tricking the scene into thinking it has to cause glare over a much larger surface area, meaning it will focus less of its glare budget on the actual lens.
