what is this icon and how do I get rid of it

It is on every page and game I play, it talks when highlighted, I cant seem to get rid of it. its a black circle with a gray looking message icon, until I click it, it turns blue then if I highlight something else, it tells me what I highlighted is.

Welcome to the forums. What phone do you have? Try this, go to the accessibility settings and make sure that 'select to speak' is switched off.
